Financial Impact

The cost of demolition will be paid by the County General Fund. Sufficient funds have been budgeted within the Accumulated Capital Outlay (ACO) budget for the Community Corrections Reentry Facility to cover the demolition cost. It is anticipated that these expenses will not be reimbursable from the State grant.

REQUESTED ACTION (S)

a)              Request approval of the plans and specifications for the Former Tehama County Library Demolition Project

 

b)              Request authorization for Administration to advertise for bids on the project, with the bid opening to be held at 3:00 p.m. on July 10, 2019 in the Administrative Office, 727 Oak Street, Room #202, Red Bluff, California

BACKGROUND INFO

The former Tehama County Library, located at 645 Madison Street, has been emptied of all furniture and usable materials; there is no further anticipated use or value to the County. This property is slated for the Community Corrections Reentry Facility (Jail Expansion) project, and demolition of the structure will be required as part of the site preparation for that project.

 

Due to the condition and lack of benefit from this unoccupied building, on February 27, 2018, the Board of Supervisors directed staff to proceed with demolition of the building prior to the start of this project. The Board previously authorized a project for abatement of hazardous materials within the building, which was completed in September of 2018. After consultation with the project architect, a demolition scope has been prepared for bid.

 

This demolition is part of the Tehama County Community Corrections Reentry Project, and the Board of Supervisors found this project, including the removal of the existing building, to be categorically exempt from review under the California Environmental Quality Act on January 23, 2018.
