Financial Impact

This action is being proposed as a budget reduction tool. The actual amount of savings achieved will depend on the number of positions which become vacant.

REQUESTED ACTION (S)

a)              RESOLUTION NO. 2018 -65 - Request adoption of a resolution implementing a countywide hiring freeze policy on all general fund and public safety positions which are vacant on or after July 17, 2018

BACKGROUND INFO

The Budget Ad Hoc Committee recommends the Board of Supervisors adopt a Resolution implementing a countywide hiring freeze policy on all general fund and public safety positions which are vacant on or after July 17, 2018. 

 

Slow growth in general fund revenues (less than 1% from FY 2017-18) and a significant increase in general fund expenses (greater than 5.5% at Recommended Budget), primarily in public safety, have resulted in a fiscal crisis.

 

The Budget Ad Hoc Committee is exploring alternatives for increasing revenues and reducing expenses.  Vacant positions provide an opportunity for Board consideration of specific position funding, impacts to service levels, and alternative distribution of duties in order to reduce costs.

 

If adopted, this policy includes a provision for a department to make a request to the Chief Administrator for a hiring freeze exemption.  All exemptions will require approval by the Board of Supervisors.  

 

Approval of this action will assist in giving the County a more stable financial footing.  If this action is not approved, the County will need to take more drastic alternative steps to reduce the budget gap.
