Financial Impact

This new position will fiscally impact the Agency by adding a total of $86,711 to $102,000 (Joint Council, Range 76, Step A - E).

REQUESTED ACTION (S)

a)                Requests Board of Supervisor approval of a new classification specification for

Information Systems Supervisor, effective 5/22/18

 

b)                RESOLUTION NO. 2018 -44 - Request adoption of a resolution to amend Exhibit

"A" in the memorandum of understanding between Tehama County and the Joint Council Bargaining Unit to add the classification specification of Information Systems Supervisor with a salary Range 76, and corresponding changes to the Tehama County Master Salary Schedule, effective 5/22/18

 

c)                RESOLUTION NO. 2018 -45 - Request adoption of a resolution to amend resolution number 2017-94, the 17/18 Position Allocation List (PAL), by adding one (1.00) Information Systems Supervisor, effective 5/22/18

 

d)                RESOLUTION NO. 2018-46 - Request adoption of a resolution to amend Exhibit "C" of the memorandum of understanding between Tehama County and the Joint Council Bargaining Unit to add the classification of Information Systems Supervisor, effective 5/22/18

 

BACKGROUND INFO

The Health Services Agency currently has a Fiscal / Data Supervisor who oversees the four members of the IT staff.  The four IT positions are responsible for providing internal hardware and software support, on-going IT system development, programming, end user support, system upgrades, network administration and coordination with outside vendors for phone and computer related projects and support.

 

The needs of the agency and changes within the information system industry are becoming more and more complex.  The Fiscal / Data Supervisor who is currently providing the oversight of IT staff will be retiring in June 2018.  Recruiting for an individual with the skill set to oversee both IT and accounting will be a challenge.  Both skill sets are critical to the operation of the agency.  Therefore, the agency is requesting approval of the Information Systems Supervisor classification specification and one (1.00) FTE to provide the information system expertise needed by the current IT staff. 

 

If approved, the Information Systems Supervisor will be the first-level supervisory in the Information System Analyst series.  The Information Systems Supervisor will be responsible for supervising, planning, assigning, and reviewing the work of the IT staff.  This change in supervisory responsibility will allow the Fiscal / Data Supervisor an opportunity to focus their skills on accounting and billing for the agency.      

 

The Personnel Office has notified the Joint Council bargaining unit of the proposal and an agreement has been reached.
