Financial Impact

Funds are available this fiscal year in 2042-57605. Ifthe department is unable to complete the purchase prior to fiscal year end the need to re-budgeted the vehicle in fiscal year 18/19 will be necessary.

REQUESTED ACTION (S)

a)                            Request approval to reject all bids received for one new tactical 2000 gallon

                            water tender/fire engine apparatus vehicle

 

b)                            Request to adopt the finding that the acquisition of specific apparatus

                            components and equipment as outlined in the attached list, without allowing for

                            otherwise equal substitutes, is in the best interest of the people of Tehama

                            County for the purpose of standardization of mechanics’ trainings for components

                            and equipment on existing fire apparatus, availability of replacement parts, and

                            compatibility with existing programming software

 

c)                            Request to find it in the best interest of the County to limit the formal bid process

                            to the attached list of apparatus components and equipment, without allowing for

                            otherwise equal substitutes

 

d)                            Request approval of the revised specifications for one new tactical 2000 gallon

                            water tender/fire engine apparatus vehicle to be utilized by the Tehama County

                            Fire Department, Antelope Volunteer Fire Company

 

e)                  Request authorization for the Purchasing Department to solicit bids for one new               tactical 2000 gallon water tender/fire engine apparatus vehicle, with the bid

              opening set for 3 p.m. on 6/6/18 at Tehama County Administration, 727 Oak

              Street, Red Bluff CA

BACKGROUND INFO

The Purchasing Department received two bids for one new tactical water tender, but neither were responsive to the bid invitation as they did not meet all requirements.  Based on the non-responsive bids received, it has been determined that revised specifications were needed in order to expand the pool of responsive bidders.  The tactical water tender will be replacing WT801, a 1978 Freightliner purchased in 1995 utilized by the Antelope Volunteer Fire Company in Red Bluff. The Tehama County Fire Department Apparatus Replacement Plan recommends that front line fire engines be replaced at 25 years of age.  WT801 is 40 years old.  The 1978 Freightliner will be removed from service and used for parts to repair other older equipment in the fleet and for water storage.
