Personnel Rule §1406: Outside Employment & Incompatible Activities recognizes that employees may want to engage in outside employment and volunteer service. These outside activities may pose a direct conflict or nexus to the employee’s work for Tehama County as the primary employer. The purpose of this rule is to communicate that an employee can’t use County time, facilities, or equipment for personal profit or advantage. It also addresses concerns to clarify that a service an employee is providing in their “off time” is not necessarily a service endorsed by the County. It has been requested that the Personnel Department provide a thirty day notice to employees after adoption before implementing this Personnel Rule.


The purpose for Personnel Rule §3202: Placement Other Than “A” Step is to allow a Department Head to request approval from the Board of Supervisors to appoint a candidate at a salary step higher than Step A. This is most often used when a job candidate exceeds the minimum qualifications and experience. If approved, this rule would become effective immediately.


The drafts for these Rules were created by the Personnel Department, then routed through the Ad Hoc and advisory, Department Heads, and bargaining units. The process then continues to presentation and/or approval by the full Board, which is the current step in processing these Personnel Rules.
