Financial Impact

Phase II of the MOU establishes the second Phase of the mandated agreement, which describes resource sharing between America's Job Centers of Calfornia and mandated parnerships. These mandated agreements and partnerships came out of the Workforce Investment and Opportunity Act (WIOA). Tehama County Department of Social Services is not required to provide direct funds to as a result of this resource sharing agreement.


a)              AGREEMENT - Request approval and authorization for the Social Services Director or her designee to sign the Memorandum of Understanding (Phase II) with Northern Rural Training and Employment Consortium for the purposes of coordinating access to local services, effective 7/1/17 through 6/30/20

The Workforce Innovation and Opportunity Act, through Public Law (P.L.) 113-128, requires that County Welfare Departments partner with their local American Job Centers of California (AJCC), for the purposes of coordinating access to local services. The Job Training Center of Tehama County, a member of Northern Rural Training And Employment Consortium (NoRTEC), is the local AJCC, and through partnership with the Tehama County Department of Social Services, is establishing coordinated service efforts. This agreement is Phase II of the process. Phase I was approved by the Board on July 19, 2016 in which contracted parties agreed to collaborate. Phase II of the MOU outlines the requirement for sharing resources to better serve the community.
