Financial Impact

Staff has received a preliminary quote of approximately $33,000 for a tractor and mower deck. Funding is available through the Air Pollution Control District's Carl Moyer Low-Emission Equipment Incentive Program which will cover up to 80% of the cost of the tractor. The County will be responsible for the 20% match on the tractor and the entire cost of the mow deck. The County portion will be paid from Facilties Maintenance prior year revenues. This fixed asset purchase was included in the FY 2017-2018 Adopted Budget.

The 1973 diesel tractor currently being used by Facilities Maintenance as a secondary back-up tractor for the county parks is becoming increasingly hard to maintain operationally.  The mower deck and the power take off (PTO) are both broken and are not repairable.  Replacement parts are difficult to locate or are unavailable.  Replacement with a Tier 4 compliant diesel tractor will have much cleaner emissions and will not require the amount of maintenance currently being devoted to the old tractor in order to keep it operational.  This will allow Facilities Maintenance staff to have two dependable tractors for the maintenance of all county parks.


Staff is requesting to specify a tractor that would allow for the mower deck to be compatible with the John Deere Model 1545 tractor currently owned and in use by the County.  When funds permit, a third mower deck will be purchased that will also be compatible with both tractors.


The Tehama County Air Pollution Control District (TCAPCD) has been consulted regarding funding through the Carl Moyer Low-Emission Equipment Incentive Program.  On 7/18/17, the Board authorized staff to submit a grant application.  Upon receipt of final bids, TCAPCD will be able to determine the amount of the grant and an agreement will be brought before both Boards for approval.
