SOCIAL SERVICES WINDOW INFILL PROJECT - Social Services Director Amanda Sharp and Administrative Services Director Julie Sisneros



Financial Impact

Funds for the cost of this project are allocated in the FY 2016-17 budget in the fixed asset account, 5013-57500, Improvements and Structures. The amount budgeted is $50,000. Reimbursement will be Federal, State, 1991 Realignment, and 2011 Realignment. No additional County General Fund is requested.


a)                Request determination that no bids were received for the Social Services Window Infill Project and authorization for the Purchasing Agent to negotiate with qualified contractors for the work without further advertising for bids pursuant to Public Contract Code Section 20150.9


b)              AGREEMENT - Request approval and authorization for the Chairman to sign the agreement with Modern Building, Inc. for the Social Services Window Infill Project, for a total contract amount of $38,634

c)              Request blanket authorization for the Chief Administrator to execute change orders for the project in an amount up to $3,863 with all change orders to be brought back to the Board for confirmation


The south-facing wall of the Social Services office has been experiencing leaks through the storefront windows due to driving rain. In order to eliminate the issue, the department coordinated with Facilities Maintenance, Administration, and Nichols, Melburg, and Rossetto Architects to come up with the best solution to the problem.  After considering department needs and the building's structure, it was determined that the best solution was to eliminate the windows and provide a solid infill of the opening. This project includes the demolition of existing storefront windows on the south-facing wall of the Social Services office, and infill of the opening with a wood-framed, cement plaster (stucco) wall, with related interior finishes.


On March 28, 2017, the Board approved plans and specifications and authorized staff to advertise for bids with the bid opening to be held on April 18, 2017.  The County received no bids on this project.  Pursuant to California Public Contract Code Section 20150.9, if no valid bids are received, the County has fulfilled its due diligence to seek a low responsive bidder and may proceed to negotiate a contract for the project with a qualified contractor. After discussion with multiple contractors and obtaining several quotes, County staff was able to negotiate an agreement with Modern Building, Inc., who is able to complete the project according to the original project specifications.


The Board of Supervisors found this project to be categorically exempt from review under the California Environmental Quality Act (Class 1 Categorical Exemption), and authorized the filing of the Notice of Exemption on March 28, 2017.
