Financial Impact

Funding is available in the Accumulated Capital Outlay (ACO) - Plant Acquisition budget, account #1081-57586. Although not reimbursable by the State through the SB 1022 financing program, the expense will be included as a cash match contributing to the total eligible project cost.

REQUESTED ACTION (S)

a)              AGREEMENT - Request approval and authorization for the Chairman to sign the First Amendment to the agreement with Lionakis (Misc. Agree. #2015-294) for the purpose of providing additional architectural/engineering services relative to the additional SB 1022 funding for the new Tehama County Corrections Re-entry Project for a flat fee of $1,582,066 and reimbursement for actual expenses not to exceed $3,000, adding an additional $178,600 for a maximum compensation amount of $1,585,066

BACKGROUND INFO

On 9/15/15, the Board approved the agreement with Lionakis for architectural/engineering services for the new Tehama County Corrections Re-Entry Project.  Their fee was based on an award of $15,586,000 from the SB 1022 Adult Local Criminal Justice Facilities Construction Financing Program.   On 11/22/16, the Board of State and Community Corrections (BSCC) notified the county that the conditional award had increased to $20,000,000 due to an award relinquishment by the County of Lake in the small county category.  The increased award allows for a larger building and additional programming; therefore, additional services are required of Lionakis and their subcontractors.

 

This amendment also includes changes to the scope of work related to the potential re-routing of Madison Street and existing underground utilities, additional structural design requirements based on the results of the geotechnical investigation, and assisting the County in the development of a staffing and operational analysis and projection for Board consideration.
